{"id":8877,"date":"2023-03-31T10:56:30","date_gmt":"2023-03-31T14:56:30","guid":{"rendered":"https:\/\/www.greaterlouisville.com\/?p=8877"},"modified":"2023-04-07T11:46:37","modified_gmt":"2023-04-07T15:46:37","slug":"employee-child-care-assistance-partnership-program-applications-open","status":"publish","type":"post","link":"https:\/\/www.greaterlouisville.com\/advocacy-and-legislation\/employee-child-care-assistance-partnership-program-applications-open\/","title":{"rendered":"Employee Child Care Assistance Partnership Program applications now open"},"content":{"rendered":"<p>UPDATED: Kentucky employers will now be able to <a href=\"https:\/\/kynect.ky.gov\/benefits\/s\/eccap-program?language=en_US#:~:text=HB%20499%20establishes%20the%20Employee,care%20costs%20of%20their%20employees.\" class=\"external\" target=\"_blank\">apply for the Employee Child Care Assistance Partnership<\/a> (ECCAP) Program. This innovative public-private partnership will match state dollars with employers contributions to maximize benefits for employees with child care expenses.<\/p>\n<p>GLI worked with partners to support the establishment of the ECCAP with the passage of <a href=\"https:\/\/www.greaterlouisville.com\/advocacy-and-legislation\/hb-499-employer-child-care-assistance-program\/\">House Bill 499<\/a> in the 2022 Kentucky General Assembly. A $15 million appropriation in the biennial budget funded this pilot program which will go into effect July 1, 2023 and will be administered by the Kentucky Division of Child Care.<\/p>\n<p>Lack of available and affordable child care is one of the greatest barriers for working families. More than half of Kentucky females aged 25-54 cited taking care of family as their reason for not participating in the workforce, according to KentuckianaWorks. A <a href=\"https:\/\/prichardcommittee.org\/wp-content\/uploads\/2022\/09\/FragileEcosystemIV.pdf\" class=\"external\" target=\"_blank\">fall 2022 survey of childcare providers across Kentucky found that more than 20% will permanently close and 70% will be forced to raise tuition for families when federal resources run out in September 2023<\/a>. The ECCAP will help keep more working parents in the labor force by addressing affordability and provide stable revenue streams to contracted child care providers.<\/p>\n<p>An employer participating in ECCAP would have their employee child care contributions matched up to 100% by the state, based on a sliding scale using the State Median Household Income (SMI). <a href=\"https:\/\/kynect.ky.gov\/benefits\/s\/eccap-program?language=en_US\" class=\"external\" target=\"_blank\">The full scale can be found here<\/a>.<\/p>\n<p>The Kentucky Division of Child care has made resources available for employers interested in the program. <a href=\"https:\/\/www.chfs.ky.gov\/agencies\/dcbs\/dcc\/Pages\/assistancepartnershipprogram.aspx\" class=\"external\" target=\"_blank\">Click here for more information and to apply.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>UPDATED: Kentucky employers will now be able to apply for the Employee Child Care Assistance Partnership (ECCAP) Program.
